Reader Registration Service Guide for Guangzhou Library

I.     Scope and Notes for Reader Registration Service

(1)  Chinese citizens and foreigners can register for reader's cards at Guangzhou Library (hereinafter referred to as "the Library") with valid identification documents.

(2)  Registration can be completed directly using second-generation ID card, Guangzhou Social Security Card (hereinafter referred to as "GZSSC") or Permanent Residence Permit for Foreigners (hereinafter referred to as "PRP").

(3)  After successful registration, readers can bind their reader's cards to the official WeChat service account or the "Guangzhou Library +" WeChat mini-program. They can then conduct relevant transactions using the automatically generated electronic reader's cards QR codes.

(4)  During registration, individuals shall provide valid identification documents, phone numbers and other relevant information, and commit to the authenticity and validity of the submitted information. The Library will lawfully collect and protect readers' personal information. And the collected information will only be used for providing services to readers and for management purposes, and will not be used for other purposes.

Residents of Foshan City enjoy the same services as residents of Guangzhou City.

Borrow up to 40 items/documents, including a maximum of 6 foreign language books/journals, 15 original edition picture books from Hong Kong and Taiwan, and 15 original foreign language picture books for children.

General Borrowing Card (Valid for 5 years)

Teachers from primary/middle/high schools, universities or kindergartens, professionals engaged in children's literature creation and research or students studying related professions at universities.

Warm Reminder:

1.     Borrowable literature includes both Chinese and foreign books, journals and audio-visual materials, which are for reading purposes only and cannot be taken out.

2.     The borrowing period for books (including attachments) is 21 days, with 3 renewals allowed; the borrowing period for periodicals, audio-visual materials, publications from the Creative Design Pavilion and other literature (including attachments) is 15 days, with 1 renewal allowed. Borrowing procedures cannot be conducted if there are any overdue items, unpaid overdue fees or expired temporary reader's cards.

3.     Overdue returns will incur a standard overdue fee of RMB 0.1 per item per day, with a maximum fee of RMB 10 per item. Points can be used to offset overdue fees, as specified in the Guangzhou Library Reader Card Points Management Measures.

4.     Readers are kindly requested to take care of borrowed items. In the event of loss or damage, readers will be subject to the Guangzhou Library Collection Loss and Damage Compensation Measures.

5.     Reader's cards have basic borrowing and digital library reading functions. Readers should use Guangzhou Digital Library resources reasonably while protecting intellectual property rights.

6.    Reader's cards support general borrowing and return functions, allowing readers to borrow books from any member library within the Guangzhou Public Library Service System. For details, please refer to the Unified Borrowing Rules of Guangzhou Public Library System.

 

III. Methods for Registering Reader's Cards

(1)  On-Site Registration

Present valid identification documents at the main service desk of the library or at service desks of affiliated branches for registration. For individuals holding second-generation ID cards, registration can also be done using self-service registration machines or at 24-hour self-service libraries in the neighborhood. Minors under 12 years old shall be accompanied by guardians during registration.

i  Residents holding Guangzhou ID cards or GZSSCs: Individuals can register for long-term reader's cards by presenting their ID cards or GZSSCs.

ii   Residents holding valid identification documents from other regions (such as ID cards, Mainland Travel Permit for Hong Kong and Macau Residents, passports of foreign nationals, PRPs, etc., the same applies.): Individuals can register for long-term reader's cards by presenting valid identification documents and proof of long-term residence (local residence permits, housing rental contracts, property ownership certificates, recent utility bills (water/electricity/gas/telephone bills for the past 2 months), etc., the same applies.). Temporary reader's cards (valid for 60 days, the same applies) can be obtained solely with valid identification documents and will be converted to long-term reader's cards after activation once expired.

iii  Registration for general borrowing cards requires an individual to handle it in person at the service desk. In addition to providing the aforementioned documents or proof materials, individuals shall also provide proof materials such as their teacher's certificates, student ID or proofs of relevant professional research. After successful registration, verification renewal shall be carried out before the expiration of the reader's card validity period. Failure to renew before expiration will result in conversion to the appropriate reader's card type corresponding to the individual's age.

(2)  Remote Registration

     Residents aged 12 and above can register for long-term reader's cards using Guangzhou identity cards through the "Guangzhou Library +" WeChat mini-program, the library's website, WeChat service account or Alipay Borrowing Treasure and other service platforms. Residents holding identification documents from other regions can register for temporary reader's cards through the "Guangzhou Library +" WeChat mini-program. After expiration, the temporary reader's card can be activated once through the mini-program, converting it to a long-term reader's card. Registration or activation shall be done while located in Guangzhou or Foshan.

IV. Management of Reader's Cards

(1)  Password: The initial password for a reader's card is Gzyyyymmdd (where yyyymmdd is the date of birth on the ID card). It is advisable for readers to change the passwords promptly after successful registration by logging into the library's website or WeChat service account.

(2)  Loss Reporting: In case of loss of reader's cards, readers shall promptly report the loss through any available means such as the library's website, main telephone line and WeChat service account, or handle the loss reporting procedures at the main service desk. Any losses incurred due to failure to promptly report the loss will be borne by the reader.

(3)  Replacement: In case of loss or damage to reader's cards, readers can apply for a replacement at the main service desk of the library by presenting valid identification documents and paying a replacement fee of RMB 5.

(4)  Return: After returning borrowed items and paying any overdue fees, readers can take back the reader's cards at the main service desk of the library by presenting valid identification documents, the reader's cards and the deposit receipts (except for those without deposits). If re-registration is required, a reader's card replacement fee of RMB 5 shall be paid.
